Which Premier League team bought best this summer?

Phones have stopped ringing, rolling news has gone quiet, and Jim White has put his gold lamé tie away for another year; yep, the English transfer window has slammed shut until January. But which team has come out of the window the best? Have Chelsea strengthened their squad enough? Are City now a man short with the loss of Negredo? And have United spent wisely or splurged wildly? Fans of all EPL teams, let the debate begin!

Gotta be Chelsea. Offloaded the players they didn't want (counting Mata as part of this), and balancing their books, while picking up the players they DID want quickly and efficiently. No fuss at all and secured Costa and Fabregas for under £30m each. Fantastic window for them.

United have splurged (Di Maria) for sure, but the golden goose may deliver for them. I don't think it will happen though.

Care to expand - why do you think Chelsea have had a successful window?

I think Chelsea bought smart rather than 'big' (unlike some), revealing proper research as well as a gut feel for what the side really needs. Costa is a cannon force, he showed that in Valecano and has been on form since joining the Blues, and Fabregas is worth every one of those £30m, ruling midfield with Matic.

Burnley and Hull have also impressed the Ballsy Banter team with their signings of Boyd and Chalobah and Ben Arfa, Hernandez and Ramirez respectively. Any other teams' transfer business caught your eye?
