There's a category of words that have been deemed by society as offensive. There's nothing intrinsic to the words themselves that are offensive; they're offensive because we have decided that they are. Back in medieval times, zounds, short for 'God's wounds' was a swear word as offensive as any today.
It's because people are offended by swear words that they have their power. Swearing can shock and appall people, hence the theatricality of swearing. If we all decided that there were no offensive words, swearing wouldn't have its intended effect.
